1) Pol itical situation Fundamental change since 9/11 – put the social movements on the defensive, through the repression and the war on terror ;

Now, due to crisis in neoliberalism the situation is different; the forces of repression are on the defensive

There is a crisis in capitalism, particularly in US, which has opened a window of opportunituy for social movements to concretize tjheir alternatives.

Par exemple: solidarity economy was considered marginal. If capitzalism is in crisis, we have to put forward our alternate of solidarity economy aggressively

But there was another viewpoint: as capitalism becomes insecure it may retaliate aggressively.

One should not forget the growing capitalism of China India Brazil, which can be a dangerous element. It can have disastrous effects on the resources of the poor.

So, what is the basis of the crisis? Is it internal ot capitalism or is it due to challenges from outside, by social movements? Depending on that, the response might have to be different.

The crisis impact is civilizational and includes every one: US, China – look at Tibet.

2) Situation of movements

- There is a window of opportunity. Question is: how do we use it? How should WSF use it? - Since we agree that there are cracks in the wall, the question is: how do social movements put their foot into the wall? - We are faced with the dichotomy between diversity and convergence but we must work towards common actions. We have to work towards convergence without giving up diversity. If we do not do that, we will lose the opportunity.

3. WSF: space and action

- We need to generate a critique of dominant thinking in WSF, which has been there for 8 years now. We have to incorporate second generation criticism to the dominating thoughts of today. - A new scenario has emerged in these 8 years, not necessarily because of crisis of capitalism. There are perhaps no tectonic movements in capitalism. There are hegemonic influences also in the progressive Brazilian situation. - A set of values existed in society before neoliberalism, they were destroyed by neolib; we have to recover these values and build on them. This is not a task only for the movements but all kind of actors – political, intellectual and even religious. A new ethical horizon is needed. - Does WSF want to open its space to all these actors? If we do not open WSF we will have to build from outside WSF. There are many actors that are not allowed into WSF, so they do not want to be there. So we must be prepared to open up. - Real struggle can happen at the national level; WSF is a discursive space; it can generate ideas but action has to be local. - Another view ab out opening up would like us to be cautious, because opening up would end up in chaos. Therefore there is need not to reckless in opening up WSF.

4. Future of WSF

- In WSF under the broad alternate slogan we had mostly been analyzing and describing problems. We have not been really providing concrete alternatives. - In future WSF must become a platform from which concrete alternative solutions are generated. This may require not only global day of action but long term action programmes in a variety of areas that are generated from WSF and carried out by many other networks of organizations - Political dialogue must be on the agenda of WSF. The hierarchical nature of discussions must be changed – abolish experts on the podium.

5. GDA, periodicity, WSF related movements …

- On GDA, the view as that it could be every year and even be a week of action. - On the World Forum, one view was that it could be once in 3 years, with a regional forum once in 2 years. - There could be a variety of movements linked to WSF rather than just the assembly of movements, par exemple there could be a assembly of peace movements, environmental justice movement, feminist movement, peasants movement, etc. and also a number of global action programmes for working out concrete alternatives/ - Many organizational questions contradict the principles of WSF and we need to pay closer attention to these contradictions.
