conference on climate change, specially in the post-Copenhagen context – and
recognises the Bolivian’s govt’s innovative capacity.</span></p><p class="MsoNormal" style="margin-bottom:0cm;margin-bottom:.0001pt"><span lang="EN-GB"><o:p> </o:p></span></p><p class="MsoNormal" style="margin-bottom:0cm;margin-bottom:.0001pt"><span lang="EN-GB">His first point or reflection seems to be about the legitimacy of a
govt calling for and controlling a "people's conference". I know you
have a clear response to this point, give the origins of the current Bolivian
govt.</span></p><p class="MsoNormal" style="margin-bottom:0cm;margin-bottom:.0001pt"><span lang="EN-GB"><o:p> </o:p></span></p><p class="MsoNormal" style="margin-bottom:0cm;margin-bottom:.0001pt"><span lang="EN-GB">However, it goes on to argue that if it is a people's conference
then civil society groups must hold it accountable for facilitating a more open
and transparent process where CSOs have a key role to play (in organizing
etc.). I am afraid this might end up being a weakness. The announcement of
having open working groups for example does not seem to be working well yet.</span></p><p class="MsoNormal" style="margin-bottom:0cm;margin-bottom:.0001pt"><span lang="EN-GB"><o:p> </o:p></span></p><p class="MsoNormal" style="margin-bottom:0cm;margin-bottom:.0001pt"><span lang="EN-GB">Then he says that industrialized countries alone cannot be the
object of criticism. That big developing countries are also taking questionable
positions on the issue and even Brazil is acting unilaterally without consulting
its Latin American neighbours.</span></p><p class="MsoNormal" style="margin-bottom:0cm;margin-bottom:.0001pt"><span lang="EN-GB"><o:p> </o:p></span></p><p class="MsoNormal" style="margin-bottom:0cm;margin-bottom:.0001pt"><span lang="EN-GB">And then he makes the point of holding govts accountable for walking
the talk - that they must act domestically in the same measure as they demand
internationally. Here he points out that the Bolivian govt is taking questionable
measures internally that end up being detrimental for the environment and for
climate change. He sights several issues including the management of protected
areas (which my friend has told me is a total disaster under this govt) and
other policies (dams, hydrocarbons, mining, etc.).</span></p><p class="MsoNormal" style="margin-bottom:0cm;margin-bottom:.0001pt"><span lang="EN-GB"><o:p> </o:p></span></p><p class="MsoNormal" style="margin-bottom:0cm;margin-bottom:.0001pt"><span lang="EN-GB">Finally, he says that the govt has been attacking environmental
groups in Bolivia because of their stance on some of these internal issues -
and points to a contradiction again between their international stance and their

govt has put itself under a looking glass as a consequence of taking this bold
step to call this conference. It will be interesting to see how Bolivian social

importancia del tema obliga a analizar con detenimiento las implicaciones de
esta convocatoria. En las líneas que siguen se ofrecen algunas reflexiones en
ese sentido. Comencemos por alertar que estas líneas no representan una toma de
partido a favor o en contra de esa reunión, sino que apunta señalar cuestiones
que deberían ser analizadas frente a esa convocatoria. Es que ese análisis
puede ser tanto o más importante que una presencia en Cochabamba, y en especial
desde la perspectiva de las organizaciones ciudadanas. Pero además, es
necesario reconocer que distintas personas y organizaciones tendrán distintas
respuestas a las cuestiones que se plantean en el presente texto.<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma"><br>

lugar debe considerarse la relevancia del tema convocante y de las propuestas
que ya se han adelantado. ¿La agenda y el contenido son importantes?
Seguramente habrá un amplio consenso afirmativo; el cambio climático reviste
una importancia mayúscula, y dado el fracaso político de Conpenhague, un
encuentro internacional de alta visibilidad puede inyectar nueva energía en la
diplomacia internacional.<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma"><o:p> </o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma">El
encuentro boliviano llama a discutir dos puntos muy importantes: una declaración
universal de los derechos de la Madre Tierra, y un referéndum mundial de los
pueblos sobre el cambio climático. Las dos ideas son poderosas y atractivas, y
merecen ser discutidas en detalle. Por lo tanto, desde este punto de vista
seguramente casi todas las organizaciones ciudadanas estarán interesadas en ese
temario, coinciden en su importancia, y estos serán factores que alentarían la

debe reconocer el gobierno boliviano la capacidad de innovar en este sentido,
donde sería muy bueno que otros países también organizaran encuentros con sus

lugar, este encuentro se presenta como una “conferencia de los pueblos”, y ese
propósito es muy positivo (vea el sitio oficial <a href="http://cmpcc.org/">aquí…</a>).
Poner en primer lugar a los “pueblos” es más que bienvenido. Esto además
contrasta con los hechos vividos en Conpenhague donde se entorpeció en todo
momento la presencia de ONGs y delegados ciudadanos.<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma"><o:p> </o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma">Sin
embargo, la forma concreta de convocatoria y organización de la conferencia
está en las manos y es controlada por el gobierno boliviano. No está claro cómo
se asegurará la apertura a los “pueblos”. No está claro cuáles son los mecanismos
para asegurar la pluralidad e independencia de las discusiones, ya que, al
menos por ahora, la estructura formal y los procesos concretos de decisión en
la cumbre no han sido informados. Tampoco está claro cómo participarán otros
gobiernos, los que también han sido convocados a esta reunión.<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma"><o:p> </o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma">Este no es
un tema menor para las organizaciones ciudadanas, ya que en más de una ocasión
se llama a reuniones de este tipo, pero las declaraciones finales quedan en
manos de los gobiernos convocantes. La solución a todo esto es más o menos
sencilla; por ejemplo con una comisión organizadora mixta (compuesta por unos
delegados del gobierno de Bolivia junto a representantes de redes ciudadanas
tanto bolivianas, como extranjeras).<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma"><o:p> </o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma">Algunos
considerarán que el esquema de organización actual es el más adecuado, en tanto
entienden que deben apoyar a gobiernos como el Evo Morales, o incluso que sus
organizaciones ciudadanas de alguna manera son parte de esas estructuras
políticas. Pero otras organizaciones ciudadanas seguramente desearán mantener
su independencia frente a los Estados; les gustaría participar pero solo si
cuentan con seguridades que podrán elevar sus propuestas, y que podrán influir
verdaderamente en las resoluciones finales.<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma"><o:p> </o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma">En el
fondo esto es parte de la problemática de las actuales relaciones entre
“sociedad civil” y “sociedad política”. Y esta cuestión es clave bajo los
gobiernos progresistas o de izquierda en América del Sur. Estas mismas
tensiones están detrás de la crisis del proceso del Foro Social Mundial, ya que
algunos lo consideran demasiado alineado con algunos gobiernos de izquierda, y
otros insisten en que esas relaciones se deben profundizar todavía más. El
problema es que, sea por un camino o por otro, se corre el riesgo de dejar en un
segundo plano la independencia de propuestas de la sociedad civil.<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma"><o:p> </o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma">La
presencia de la sociedad civil en Cochabamba es la que daría legitimación a una
cumbre que es presentada como de los “pueblos”. Justamente por esa misma razón,
distintas redes y organizaciones ciudadanas podrían reclamarle al gobierno
boliviano mecanismos mucho más abiertos y transparentes en el armado y
desarrollo de la conferencia. Por lo tanto todo el esquema organizativo que
merece un examen atento desde la sociedad civil, y evaluar si esas condiciones

organizaciones que consideran que después del fracaso de Copenhague se ha
demostrado la falta de compromiso de Estados Unidos y otras naciones
industrializadas. Siguiendo esa línea, se asume que este encuentro de
Cochabamba podría servir para incidir en un cambio de rumbo geopolítico a
escala global.<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma"><o:p> </o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma">El
problema es que ese análisis es algo apresurado, ya que la postura de otras
naciones como China, India o Sudáfrica fueron igualmente cuestionables. Y no
olvidemos a Brasil, que no sólo actuó junto a esos otros países, sino que nada

tanto si se piensa viajar a Cochabamba para hacer reclamos geopolíticos en esa
lista se deberán incluir varias capitales del norte, pero también a unos
cuantos latinoamericanos. Aparece entonces aquí una necesaria reflexión sobre
cómo se presentarán los reclamos ciudadanos ante la inacción gubernamental,

aspecto a considerar es sí los reclamos que los gobiernos lanzan en los foros
internacionales se corresponden con sus acciones y políticas internas. En el
caso de Bolivia, como convocante del encuentro, se esperaría que sus políticas
internas frente al cambio climático fueran igualmente enérgicas a sus reclamos
y denuncias en los foros internacionales.<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma">Por lo
tanto es necesario examinar que sucede dentro de Bolivia. Allí encontraremos
que sus políticas ambientales actuales son débiles, y entre esas debilidades
está su estrategia en cambio climático y energía. A su vez, las metas
energéticas, petroleras y mineras, son convencionales, apostando a aumentar la
explotación de hidrocarburos, construir nuevas represas, y hasta centrales a
carbón (su plan de desarrollo energético al 2027 – <a href="http://plataformaenergetica.org/content/132">aquí…</a>).<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma"><o:p> </o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma">En Bolivia
se han lanzado varios proyectos para construir represas hidroeléctricas, lo que
es especialmente preocupante, tanto por su número, como por que algunas de
ellas se ubicarían en la Amazonia, e incluso en el entorno de áreas protegidas.
En efecto, el plan de gobierno del MAS (Movimiento al Socialismo) propone la
construcción de represas, como las de Cachuela Esperanza, Río Grande y el Bala,
incluso con la finalidad de vender energía a los países vecinos (<a href="http://www.masbolivia.com/programa-de-gobierno-2010-2015.html">ver…</a>),
y termina de legitimar el complejo de hidroeléctricas en el Río Madeira.
Se defiende la exploración y explotación petrolera, lo que ya ha despertado la
reacción de varios grupos locales, como las denuncias de indígenas Mosetén
contra PetroAndina (<a href="http://www.fobomade.org.bo/index.php?option=com_content&view=article&id=251:ipetroandina-comete-delitos-de-etnocidio-contra-el-pueblo-moseten&catid=58:ultimas">ver…</a>).
También se deben sumar los proyectos de expansión minera, su deforestación
asociada y el uso del carbón (por ejemplo en El Mutún – <a href="http://www.lidema.org.bo/mamb/Emutun.pdf">leer…</a>). Los impactos
sociales y ambientales de todo esto serían enormes, y vienen siendo alertado
repetidamente dentro de Bolivia.<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma"><o:p> </o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma">Además, en
el caso de Bolivia donde las emisiones de gases con efecto invernadero
provienen sobre todo de la agricultura y los cambios en el uso del suelo, y por
lo tanto es necesario contar con un fuerte componente ambiental en sus
políticas agropecuarias y forestales. Sin embargo esa vinculación es discutida,
y se alerta sobre problemas en el control de los boques (por ejemplo <a href="http://www.fobomade.org.bo/index.php?option=com_content&view=article&id=359:ihay-gobierno-en-los-bosques-de-bolivia&catid=58:ultimas">aquí…</a>).<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma"><o:p> </o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma">El área en
cambio climática del nuevo Ministerio de Medio Ambiente y Agua aparece como muy
débil ante la fortaleza y empuje de los sectores extractivos (véase su
descripción<a href="http://www.minagua.gov.bo/web_anexo/medioambiente/dgmacc.htm"> aquí…</a>).
Entretanto, análisis recientes de la propuesta gubernamental de reglamentación
de los hidrocarburos, señalan que el status de las áreas protegidas es
degradado y la evaluación ambiental es debilitada (por ejemplo <a href="http://www.cedib.org/bp/PP18/ypfbrepresenta.pdf">leer …</a>).<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma"><o:p> </o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma">Este tipo
de contradicciones no son un problema exclusivo de Bolivia y también están
presentes en otros países. Por ejemplo, Lula da Silva ofreció un enérgico
discurso en Copenhague, pero su programa nacional contra el cambio climático
cae en contradicciones graves, como la construcción de nuevas represas o sus
usinas a carbón, mientras persiste el avance de la frontera agropecuaria sobre
las selvas tropicales. Lo mismo pasa en otros países sudamericanos.<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma"><o:p> </o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma">Las
organizaciones de la sociedad civil pueden enfrentar de manera diferentes estas
tensiones y contradicciones que muestran los gobiernos entre sus discursos
internacionales y las medidas nacionales. Para algunas lo más importante es
cuestionar el papel de los países industrializados, dejando en evidencia su
hipocresía, y por lo tanto las limitaciones de las políticas ambientales en los
países del sur, sean de Bolivia o de otra nación, quedan en segundo plano. El
énfasis estaría puesto en criticar al norte rico; se perdonan los problemas en
el sur como inevitables para salir del subdesarrollo.<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma"><o:p> </o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma">Para otras
organizaciones ciudadanas, en cambio, es indispensable que los gobiernos
sudamericanos (incluido el de Evo Morales) sean coherentes, y desarrollen
acciones ambientales dentro de sus fronteras en el mismo tono de sus reclamos
internacionales. Advierten que los problemas ambientales dentro de fronteras
son graves, y que justamente un gobierno de izquierda debería ser el más

gobierno boliviano está priorizando la explotación de recursos naturales, y
especialmente en el sector hidrocarburos y energía. Muchas organizaciones
ciudadanas bolivianas han elevado voces de advertencia y hasta de rechazo
frente a algunos de estos emprendimientos, tales como la exploración petrolera
en el norte del país o los anuncios de represas en zonas amazónicas (entre las
más recientes, más de 50 organizaciones rechazaron la flexibilización de las normas
ambientales para las petroleras – <a href="http://plataformaenergetica.org/content/144">aquí…</a>).<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma"><o:p> </o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma">El
problema es que esto ha desencadenado duras respuestas desde el gobierno
boliviano. Es importante tener presente este problema al analizar la
convocatoria de Cochabamba. ¿Cómo se pueden los “pueblos” discutir sobre cambio
climático global, si el gobierno convocante rechaza las advertencias
ambientales? Algunos jerarcas gubernamentales han llegado a sostener que se
debe reglamentar la participación y consulta ciudadana para que no entorpezcan
los proyectos en minería e hidrocarburos.<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma"><o:p> </o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma">Hay
algunos síntomas preocupantes de intentar controlar y acallar las voces de
alerta ciudadana. Este tampoco es un problema exclusivo de Bolivia, y se ha repetido
en otros países de la región.<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma"><o:p> </o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma">Por lo
tanto, una interrogante clave es qué sucederá en la cumbre internacional sobre
cambio climático si las organizaciones de la sociedad civil reclaman acciones
más enérgicas contra del cambio climático dentro de Bolivia. Dicho de otra
manera: muchos ambientalistas podrían exigir que se defienda la Pacha Mama <em><span style="font-family:Tahoma">también dentro </span></em>de Bolivia.<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma"><o:p> </o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma">Reconozco
que en todos estos temas las respuestas desde la sociedad civil serán de lo más
diversas. Comenzando porque muchas organizaciones involucradas en estas
cuestiones no se definen a sí mismas como ambientalistas, y por lo tanto
toleran, o incluso alientan, diversos emprendimientos de alto impacto ambiental
en tanto los conciben imprescindibles para mantener el Estado. Otras incluso
dirán que los problemas ambientales dentro de Bolivia son pequeños en
comparación con el desastre ecológico de los países industrializados. Los que

otras organizaciones, es necesario contar con el espacio de alerta y denuncia
de los problemas ambientales dentro de Bolivia. No son pocos los casos de
quienes se preguntarán sobre el sentido de hablar sobre cambio climático, si
sus amigos y colegas dentro de Bolivia son hostigados por sus posiciones

posiciones. Y a partir de esas diferencias, se señala la gran importancia que
debe tener una discusión más profunda sobre las implicancias y los significados
de esa conferencia. Ese análisis previo puede ser tanto o más relevante que el

análisis también puede considerar muchas posibles vías de salida para las
tensiones y contradicciones que se señalan arriba. Incluso hay varios caminos

verdadera participación de la sociedad civil y asegurar posiciones más diversas

posibilidad es que las diferentes redes continentales sobre cambio climático
elaboren documentos previos con indicaciones claras sobre los compromisos que
deberían asumir los gobiernos latinoamericanos dentro de sus fronteras para
atacar el cambio climático, y reclamarles coherencia entre sus medidas
nacionales y sus discursos internacionales. Incluso se podrían elevar
recomendaciones muy precisas sobre el necesario fortalecimiento de la política
ambiental dentro de Bolivia, moratorias petroleras en sus áreas protegidas y en
la Amazonia, y un cambio radical en su política sobre biodiversidad y bosques.<o:p></o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma"><o:p> </o:p></span></div><div style="margin-top: 0cm; margin-right: 0cm; margin-left: 0cm; margin-bottom: 0.0001pt; line-height: normal; "><span style="font-size:10.0pt;mso-bidi-font-size:8.5pt;font-family:Tahoma">Establecidos
estos y otros aspectos, sin duda que el llamado a esta conferencia
internacional es bienvenido. Servirá para difundir muchas preocupaciones y
propuestas sobre el cambio climático, pero también encierra la potencialidad de
promover una reflexión interna dentro de las organizaciones ciudadanas sobre
